Your neighbors, elected and appointed to serve.

The ECWA board has fifteen members who serve two-year terms as volunteers. They set the council’s priorities, vote on funding and speak for the community to the city.

Officers

The Chair and Co-Chair are elected by stakeholders. The Treasurer, Secretary and Media Coordinator are appointed by the board.

Area representatives

Two elected seats for each of our three geographic areas.

At-large representatives

Four appointed seats open to any stakeholder in the district.

Delegates

Our representatives to the South Los Angeles Alliance of Neighborhood Councils (SLAANC) and the city budget advocates.

How the board is structured

The bylaws provide for fifteen elected and appointed members:

  • Elected positions: Chairperson, Co-Chairperson, and two area representatives per area for a total of six. A stakeholder is eligible to hold an area seat for the geographic area in which they have stakeholder status.
  • Appointed positions: four at-large representatives, Secretary, Treasurer and Media Coordinator.

Term

Board members serve two-year terms. Elections are administered by the Los Angeles City Clerk on the citywide neighborhood council election calendar.

Diversity on the board

ECWANDC strives for stakeholder diversity when selecting board members and encourages broad representation, including the following priority criteria:

  • Youth representative: Any stakeholder between the ages of 16 and 24 at the time of the election or appointment.
  • Small business: Any owner or employee of a business within the boundaries with fewer than 10 employees.
  • Ethnic diversity: Representation of the various ethnic and racial populations within the area.
  • Community-based service organization: Any employee or board member of a community-based 501(c)(3) nonprofit that provides services within the boundaries.
  • Faith-based organization: Any affirmed member of a faith-based organization in the boundaries.
  • Public school: Any employee or parent representative of a school within the boundaries.
