The Empowerment Congress West Area Neighborhood Development Council is committed to ensuring that our website and our meetings are accessible to people with disabilities.
Our commitment
As part of the City of Los Angeles, a covered entity under Title II of the Americans with Disabilities Act, we do not discriminate on the basis of disability. This website is designed to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA, the standard adopted by the U.S. Department of Justice for state and local government websites.
What we have done
- Every page has a logical heading structure, a "skip to main content" link and clearly labeled landmarks for screen readers.
- All functionality works with a keyboard alone, and a visible focus indicator shows where you are.
- Text and background colors meet or exceed a 4.5:1 contrast ratio. Information is never conveyed by color alone.
- Every meaningful image has a text description. Event flyers include the date, time and location in their descriptions.
- Text can be resized to 200 percent and the layout adapts to any screen size or zoom level.
- Animations are minimal and are turned off for visitors who have set a "reduce motion" preference.
- Forms have visible labels, clear instructions and error messages that are announced to assistive technology.
- Buttons and links are large enough to tap easily.
- Pages have unique titles, and links describe where they go.
Known limitations
Many meeting agendas, minutes and reports are PDF documents, some created before this website. Older PDFs may not be fully accessible to screen readers. If you have trouble with any document, contact us and we will provide the information in an alternative format.
Some links lead to third-party websites such as Zoom, Google Forms, Mailchimp and city and county agencies, whose accessibility we do not control.
Meeting accommodations
As a covered entity under Title II of the Americans with Disabilities Act, the City of Los Angeles does not discriminate on the basis of disability and, upon request, will provide reasonable accommodation to ensure equal access to its programs, services and activities. Sign language interpreters, assistive listening devices or other auxiliary aids and services may be provided upon request.
